Key Elements of PMKVY

The following elements are relevant within the third phase of the PM Kaushal Vikas Yojana (PMKVY 3.0):

  • MSDE works with state governments and central ministries to have NSQF accreditation recognized as a requirement for recruiting contracted staff. Also, it aims to implement hiring NSQF-certified workers as a contractual requirement for contractors and suppliers.
  • PMKVY complies with the National Skill Qualification Framework (NSQF) and the Common Cost Norms. All changes to these will require the consent of the Steering Committee.
  • Training Providers are paid in three installments: 30% upon the start of training batches, 30% upon employment confirmation, and 40% upon final certifications. Additional benefits, such as post-placement help, boarding and lodging, transport, and supplementary assistance, are based on Common Cost Norms.
  • Applicants interested in learning more regarding the Pradhan Mantri Kaushal Vikas Yojana may enroll in courses within this program within the same field a maximum of 2 times; the second occasion should be for a job position matched with a better NSQF. This is also relevant for additional training on a separate course in PMKVY, given a 6 months delay between the certificate date of the first program and the launch date of a session of the succeeding program. The compensation is only granted for enrollment and up to two work opportunities for these individuals. This compensation is available to applicants, SSCs, and PIAs.
  • NSDC’s dedicated research unit intends to continually connect both supply and demand while also strengthening the Atma Nirbhar Skilled Employee-Employer Mapping (ASEEM) site.
  • SSCs or other institutional networks will establish Centres of Excellence (CoE) that will serve as resources and training facilities for a certain industry. The objective is to establish at least one CoE for each industry.
  • With the assistance of the MoE, certificate programs have also been offered to institutions in a phased way. This element, which is applied in grades 9 through 12, attempts to expose pupils to skill development possibilities for vocational training positions.
